SCW coordinated an NHS-wide response where all the CSUs worked together within a clear project management structure, accountable to a single Programme Director, and reported to the NHS England Workforce Redesign team. The functions under this provision were to:
- Provide consultancy support within the core programme team, to outline, define, deliver and manage the programme
- Help define and procure specialist support to reflect emergent Vanguard needs via work packages
- Hold responsibility for the programme budget of circa £1.1m
- Provide programme and project management infrastructure.
SCW appointed a member of the executive team with extensive HR and OD experience as the Programme Director to coordinate the work of the Elis Group of CSUs, leading our engagement with the NHS England team to scope and implement the programme. We implemented a phased approached that included gateway points to check and challenge progress and, where necessary, refocus effort without delay.
Phase One required identification of programme priorities and needs, developing work streams and work packages for subsequent support to Vanguards.
Phase Two involved work packages of support relating to communications and engagement, HR and OD , workforce analysis and modelling, and programme and project management provided through the CSUs and specialist and consultancy suppliers.
